It can also be randomly found and driven in the world. I did do it, but it did not appear in the garage. Then either you're not looking in the right place or you didn't do the right challenge. I just did that challenge today and unlocked and it works fine. If it helps I have only just completed the story mission "Prove it", and only have the first garage you get and the downtown garage.
